Yes. In another post elsewhere, I pointed out that there are huge and systemic problems in the whole Washington DC Metro Area. People "Inside the Beltway" apparently don't consider themselves Americans; I know for a fact that the phrase they generally use Inside the Beltway for people from Outside the Beltway is "inbred yokels agitating in the hinterlands" and if you live inside the Beltway for any length of time and aren't utterly oblivious and manage to escape, generally one speaks of the ahem "people" Inside the Beltway as "that godforsaken culture of bloodsucking leeches on the neck of America". However, I'm not here to insult vampires by comparison with the Inside the Beltway crew, I'm here to point out that there's systemic corruption so deeply entrenched as to beggar description and baffle analysis. However, this is exemplary, in terms of being a symptom you can point at and say, "so you wondered why it's broken? -there you go". This is how "They" operate. They don't do anything that makes the news, they do things specifically so that they won't make the news, not that the Broadcast Media locally do anything except assist in the coverup. The Print Media are letting some of the cats out of the bag, I'm not too sure why. Maybe they don't want to get the same reputation for being a Tool of Exploitation or as Public Disinformation Services which the local DC Broadcast Media absolutely have. "They" (the nebulous and ambiguous "They", who else? heh) do this sort of crap all of the time. They'll pick something they want to happen -- like flooding the US with illegal aliens -- and then they'll figure out who is in charge of preventing their goal, and then they looks for the least-obvious and most-concealable ways to hamstring it. The true Washington Classic is to get an agency staffed with incompetents. If they can't do that, they try to compromise the competents. If they can't do that, they find some way to make sure that the incompetents cannot be fired and then they make bogus offers of better jobs in agencies they control, which attracts the competents away from where they were doing some good and then the competents get fired from their new job, or harassed until they quit and go elsewhere. The INS is clearly the result of exactly this sort of plan. Basically, it's staffed on the one hand by a lot of folks who perhaps want to do their job but aren't competent to do so -- or at least aren't competent enough to work around the people who are dragging their feet. On the other hand, there are a lot of people who have been ordered to do a specific job but who are politically opposed to it, and thus in another Washington Classic, they pretend to be doing the job but actually are not only stalling the performance of duty, while actively working behind the scenes to make performance of the task much less possible than before they "started working towards goals". This is all about Washington. I think it's quite possibly time to move the Elected government and the Cabinet out of town while not letting anyone else leave, and then once the elements of the government that actually respond to the Will of We the People are removed and are safe, then we do like they suggested in that movie "Aliens": "Let's just stand off the planet and nuke them from orbit; it's the only way to be sure". I may have exceeded the bounds of polite hyperbole, or maybe not. There are some good and decent people in Washington, but basically they're hostages. They really need to stand up like the heroes on the jet that crashed in PA and say "Let's Roll", but I just don't think they've got it in them. Washington DC's political culture -- as demonstrated by the failures of the INS -- is clearly a jetliner commandeered by psychotic ideologues, aimed at the heart of the American system of government, and at our National sovereignity and existence as a polity. -- Be kind to your neighbors, even though they be transgenic chimerae.
